Scope goes with all other filters - types, states, tags, name, queue, start and
finish times. Should we add newInstance() methods for all combinations. That
would probably just be too many, which people might not actually use. Also, it
would add conflicts - say username and queue both are Strings.
My personal view is that we should have a single newInstance() method and users
should set all other filters on their own.
