The user string is not used to locate a leaf queue. Instead it is used to
update metrics for resource usage of a particular user in a particular queue.
However, these metrics are outside of the metrics hierarchy that mimics the
queue hierarchy. The argument passed to unreserve is meant to be a leaf queue,
so that the particular queue we track the resource usage of that user in is the
queue that the user's app was directly in.
