in RMWebApp:: isStandbyMode(). We need to have either "http" or "https" based
on the security.
Also, in TestRMFailover, this comment "// Due to the limitation of
MiniYARNCluster, we couldn't test the case after". I think that the root cause
is because the org.apache.hadoop.yarn.webapp.Dispatcher is singleton.
