Create a new API getUserToGroupsMappingServiceWithLoadedConfiguration which
will re-create the GROUPS with loaded Configuration. Also, when RM initiates,
we will manually call
Groups.getUserToGroupsMappingServiceWithLoadedConfiguration(this.conf).refresh()
to make sure that we will get the updated user to group mapping from remote
configuration.
