Your outline looks fine to me. Just one thing - may be in the notice file, we
should explicitly say what 'include' means - that they are runtime dependencies
whose binaries are packaged together with our releases. Thoughts?
[~jlowe], care to pitch in and cross-verify? Just to be sure. Additional
eyeballs help in matters like this. I saw you using this library for the NM
restart stuff, so..
