bq. The exit code shouldn't be zero when HA isn't enabled and user invokes a HA
related command.
change to return -1
bq. Change the message "The RM HA is disabled. " + cmd + " can only be executed
when RM HA is enabled" to simply be "Cannot run " + cmd + " when
ResourceManager HA is not enabled"
