The completion information is saved, except for those AMs that finish while the
RM is down.
Agree that this JIRA is not required once YARN-556 is complete. My intention in
filing this was to not show these Unmanaged AMs as unassigned for a while and
then failing in 2.4 after an RM restart or failover.
