The blacklisted nodes are dynamic. A node can be throw into blacklist for
certain time and come back later. It is hard to keep real-time blacklist
information through the heartbeat. I proposed to update the clusterResource
according to the blacklist and blacklist removal nodes in scheduler's
allocate() method.
