+1 for this approach Carlo, Mayank and Vinod. 
1) and 2) can be done together as mentioned by Carlo, and I will update the 
document as per same (To tag an AM, we can add couple of API's in RMContainer). 
If the capacity is changed due to refreshQueues or any other circumstances, 
extra AM's can be preempted based on AM percentage. 

I can file a new JIRA to track the other scheduler invariants in general for 
preemption(user-limit-factor, minimum-user-limit-percent etc) if agreed.
