Take this over.
Since YARN-2074 is committed, i think for this ticket we can re-use lots of
codes and logics from YARN-2074.
Uploaded a new patch which includes:
* ignore failure: DISK_FAILURE ,ABORTED , KILL_BY_RESOURCEMANAGER
* move some testcases from TestRMRestart to TestAMFailureCount, and make some
changes to cover all the failures we try to ignore.
