Thanks for the patch, Subru. Just skimmed through it, the patch understandably
didn't apply on trunk. Couple of high-level comments:
# Can we make the ReservationSystem a service and make it a part of
RMActiveServices.
# Looks like we ll need a different ReservationSystem implementation per policy
(or scheduler). Can we put as much functionality as possible in
AbstractReservationSystem and have CapacityReservationSystem extend it? This
would be similar to how the scheduler hierarchy works today.
