Thanks, I just edited the title. We may need sub-tasks later for scheduler 
specific stuff, but the core infra first!

One more thing I'd like to add: In the list of queues against a given user, we 
should have a concept of a user-specific default. And by extension, the ability 
to let users change their own defaults.
