[~ozawa] and [~kj-ki], the test failures seem to go beyond TestRMWebServices*
set:

We didn't change Jersey dependency recently, but the test cases didn't fail
before. Is it likely that some other test which uses JerseyTest has hung, such
that the following tests cannot bind the same port?
