Approach looks good. Couple of comments:
# Can we add a single method to SchedulingPolicy that takes "available" cluster
resources, queue's fairshare and current usage? May be, we can call that method
computeHeadroom?
# The amount of resources available in the cluster can be looked up in
FairScheduler.rootMetrics.
