The purpose for this changes is for testing. But after YARN-2651, we have
already spun off the per-app logAggregationInterval. Instead we are using a new
configuration in yarn_site.xml:
yarn.nodemanager.log-aggregation.roll-monitoring-interval-seconds. So, to test
this feature, the ds changes is not need.
