Thanks [~adhoot] for working on this.
I went through the patch and structurally it looks sound. Since I am not very
familiar with FS, would suggest [~kasha] to take a look at it.
You need to plugin _FairReservationSystem_ in
_AbstractReservationSystem::getDefaultReservationSystem_.
Other than just a minor comment - there seem to be a couple of spurious diffs
in _AllocationFileLoaderService::loadQueue_ due to whitespaces.
