Hi [~ashwinshankar77]
for fair and capacity scheduler, we were planning to keep the PrioirtyLabel
Manager as common,
But internally each scheduler has to handle the app priority separately. And
outline patch only is available now, but once the initial set of patches of
Priority Label Manager is checked in, this patch can be updated to work for
fair scheduler.
