After setting the Capacity Scheduler minimum-user-limit-percent to 25 it still
shows as 100% in the RM web UI under Scheduler even after doing queue refresh
and even fully restarting both HA Resource Managers.
/etc/hadoop/conf/capacity-scheduler.xml:
{code}<configuration>
<property>
<name>yarn.scheduler.capacity.default.minimum-user-limit-percent</name>
<value>25</value>
</property>

This cluster is Kerberized and managed by Ambari, I've refreshed via both
Ambari and manually on the command line via
{code}yarn rmadmin -refreshQueues{code}
but it still shows the same.
Screenshot attached to show it still shows 100% instead of the expected 25%.
