In fact, it seems we don't need to fix
RMAppAttemptImpl#generateProxyUriWithScheme, and even don't need to update the
proxy tracking url at all when registering and unregistering. At different
stage of the app, it will be translated to different given original tracking
url or "unassigned". Make simple patch. I've tried it locally and it seemed to
work fine. [~jlowe], would you mind taking a look?
