Looking into ApplicationMasterService#allocate():
      Allocation allocation =
          this.rScheduler.allocate(appAttemptId, ask, release, 
              blacklistAdditions, blacklistRemovals);
Black list information can be retrieved from YarnScheduler.
How about adding the following API to YarnScheduler ?
List<String> getBlacklistedNodes(AllocationId);
