The reason why I was pushing them all together in one hierarchy is this: If
global options can be put at the top level, people end up sprinkling them all
over the place and so searching for them becomes a problem (this exists today
with the flat list of properties, in an extreme case). Forcing them into a
single place hierarchy avoids this problem.
