Not deliberately. If cluster id, flow id, etc are going to be part of primary 
key, this info will have to be passed in the query. Cluster Id as of now is 
taken from config so client need not pass it.
There are 2 ways to do it. We can pass flow id, flow run id, etc. in filters. 
Or we can explicitly pass it as a query param in REST URL.

If flow or flow run id does not exist, we will consider them as 0 or ignore 
them. Sounds good ?
