When addYARNRootClass in TrafficController#initializeState, could we set its 
ceil rate to rootBandwidthMbit instead of yarnBandwidthMbit? Then YARN could 
use more network bandwidth, and it will not affect defaultClass because its 
rate has been set to defaultClassBandwidthMbit.
