Thats an interesting point here . {{lables GPU, FPGA, LINUX, WINDOWS,}} these
are more like constraints of a node for which a new jira is coming up and so
may be once it comes in we need to support in such a way that constraints
should be supported to be added from both RM and NM and partitions (existing
labels) should be allowed either by RM or NM ... thoughts ?
