RM publishes the tags information to the timeline server; the timeline server
renders this information on app page, and makes it available via REST API
/apps/\{appId\}.
The problem is after synchronizing RM and GHS web UI, GHS web UI will have an
empty application tags row, because this information is not passed from RM to
timeline server.
