According to my superficial understanding, rack/node could also be treated as a 
type of node label because they are "attributes of node’s hardware/software 
just for affinity" except that they are required attributes of a node (by 
contrast, glibc and os versions are optional). Maybe wrap this into the label 
constraint framework and make a unified consideration on resource scheduling 
could solve YARN-1042, and can simplify the current complex scheduling flow.
