[~varun_saxena] - thanks for pointing that out. My bad - I was under the 
assumption the config we have was for the maximum number of apps in the store. 
Looks like the config defines the max number of *completed* apps. So, one could 
set it to *0* to achieve the JIRA's goal.

We could close this JIRA as Invalid or may be just add a test to verify setting 
to *0* leads to the intended behavior.
