Currently, Admin has to monitor the scheduler UI and look into the statistics 
about AM usage per queue and per user in user usage table(only in CS, below 
each leaf queue) about what is gone exceed/wrong in the cluster. But 
identifying exact reason for ACCEPTED state out of many possible reasons would 
be a good improvement.
