[~varun_saxena] cc: [~sjlee0] [~zjshen] thank you for taking this issue. About
the Writer implementation, YARN-3879 includes FileSystem's retry semantics. I
think it's better to base this work on YARN-3879 or merging them into this
work.
About the reader implementation, should we close YARN-3879 as duplicated one?
