I think we need to do some JIRA refactoring here.  The new code in 
{{ServerSocketUtil}} should be in HADOOP, while the other changes in the patch 
would be in YARN.  My only other comment is that we should try to find all of 
the tests that are using 12345 (or other hard-coded ports) and update them to 
call your new code.  If these are in other projects, we should create MAPREDUCE 
and HDFS JIRAs as well.
