Had an offline discussion with Wangda,  given that the current update logic is 
fairly light weighted and even the nm-state-store operation happens 
synchronously at user-level API, we may also synchronously update the container 
size on the increaseContainersResource call ? The benefit is that user can get 
fast notification that the container is re-sized immediately when the call 
returns. We can always re-visit this part if this really becomes a bottleneck 
as the API itself won't change either ways.
