Hi [~rohithsharma] and [~jianhe]
Supporting the idea of having a command like {{./yarn rmadmin
refreshClusterMaxPriority}} which can partially refresh the config from
yarn-site.
We have to set this variable in CapacityScheduler for now, as we are reading
this config in CS init.
