Pulled this into 2.6.1 as a dependency. Applies cleanly. Had to change 
{{(float) method.invoke(obj);}} to {{(Float) method.invoke(obj);}} for Java 6 
in TestQueueCapacities.java

Ran all ResourceManager tests before pushing this in.
