Attachment: YARN-3738.patch
Attaching patch that handles recovery of apps that are submitted to reservation
queues. This patch contains the changes for both capacity & fair scheduler as
its identical and moreover use single parametrized test to test both.
This is ready for review but not yet patch available as depends on YARN-3739
