This is as same as we store missed opportunity of delayed scheduling. Different
priority could have different requests.
bq. Locality doesn't get matched for the given priority
This cannot happen, see following code it:

bq. Node Labels are different for the different priority and may be resource
availability for these labels are also different.
This is "cannot use" and non-exclusive delay is "cannot be satisfied currently"
