[~curino], for enterprise customer, the scheduling policy will be complicate. 
How this planner to satisfy complex scheduling policy other than FIFO? As 
[~acmurthy] asked earlier, the priority based scheduling is one basic case on 
scheduling policy, what's the best practice for this?
