Yes, {{usedCapacity}} also includes {{reservedCapacity}}. So we can get this
corner cases where total resource may shoot more than 100%.
I think we can avoid this problem by showing only usedCapacity in UI for
queues. ClusterMetrics is already updated with this change. I think its fine to
take this to Queues also.
