As discussed on YARN-1011, things we might want to add here:
# SchedulerNode
## Get oversubscription ratio to SchedulerNode.
## Add variables for utilized (or utilizedResource) and inflatedCapacity (based
on utilizedResource, capacity and oversubscription ratio).
# SchedulerApplicationAttempt should expose unmetDemandGuaranteed and
unmetDemandOpportunistic to be used by the two schedulers.
