[~sunilg],

I added simple description to the JIRA. Existing PCPP is inter-queue 
preemption, it only happens when one queue's usage beyond its limit and another 
queue is requesting more resources. This JIRA I want to let preemption kick in 
when application usages within a queue need rebalance.
