Instead of making it an arbitrary case-by-case per-exit-code behavior, we 
should have a general policy that is easily understood by users.

Namely we should not automatically restart containers for platform errors like 
mis-configuration of YARN, wrong permissions on yarn directories, absent 
user-accounts etc.

This is similar, again, to how we handled AM failures at a higher level via 
YARN-614.
