Attachment: YARN-998-v1.patch
Upload the patch with following changes:
1. ResourceTrackService will initialize DynamicResourceConfiguration so RM
restart will have dynamic resource view get persistent.
2. NM registration's resource will be overwrite by configured resource in RM
side.
3. CLI on RMAdmin will also update resource view of ResourceTrackService
Unit test is included to prove that resource get persistent.
