Thanks for working on this, fix looks good to me. I think following code in
test may not needed:
bq. mgr.replaceLabelsOnNode(ImmutableMap.of(nm1.getNodeId(), toSet("z")));
IIRC, if we do:

NodeLabelsUpdateSchedulerEvent(ImmutableMap.of(nm1.getNodeId(), ..
Labels-related resources should be updated synchronously.
