They're CS-specific configs. Since they were in yarn-site.xml before, and we
documented their existences in yarn-site.xml in a couple of docs/blogs. We'd
better to move them back to yarn-site for less confusing.
After YARN-4822, we support reading preemption configs from both of
yarn-site.xml and capacity-scheduler.xml. But we can document them in
yarn-site.xml.
