Thanks for the review [~rchiang], The change in the AMRMClient is required, but
its been addressed in YARN-4991, so I will revert it.
w.r.t the {{yarn.nodemanager.container-queuing-enabled}}, it is technically not
causing a test case failure, but I wanted to move it out of yarn-defaults.xml
(since we are still baking the feature)..
