Hi [~sjlee0],
Have attached initial patch, if you feel publish interval would be better than
number of monitors to be skipped then will modify the patch back again. And
also was not able to model much to the needs of YARN-3332 as the scope of that
jira is much bigger than this and i was short of time.
Can add more test cases if the approach is fine.
