Not really, if you check {{testResourceRequestRecoveryToTheRightAppAttempt}}, 
there is a {{waitForState}} wait for {{COMPLETED}}. It works well. But I did 
see another function in {{MockRM}} named {{waitForContainerToComplete}} which 
use {{attempt.getJustFinishedContainers}} to get the containers. So I am not 
sure which one is better. Ideally, it's better to consolidate these two 
functions if both works perfectly. But if one of them is buggy, we'd like to 
fix it in another JIRA.
