Thanks for clarifying, [~jlowe].  It sounds like the general opinion here is 
that as long as we make recovery failures loud and recovery successes quiet, we 
should be fine.  If we can additionally add some unobtrusive summary stats 
(including timing), that would be swell.

If it's really a make or break, I'll create a new logger, but I'm fairly 
certain it'll just be added to the long list of things that are theoretically 
configurable in YARN that no one actually ever configures.

BTW, It doesn't look to me like the recoveries are written to the audit log.
