002 patch to fix the intermittent UT failure. I changed the async dispatcher
draining wait time to be a smaller value so that we can perform teardown in a
faster fashion.
[~sjlee0], about you concerns, I removed the two lines about
SYSTEM_METRICS_PUBLISHER_ENABLED because they've already been enabled in trunk.
Also, in YARN-4545 we introduced a global timeout setting for all UTs in
TestDistributedShell. Therefore, we no longer need to set the timeout for each
one of them.
