Summary: max apps per user can be larger than max per queue (was: max
per user can be larger than max per queue)
Thanks for the patch, Eric!
The max AM percentage issue apparently is fixed in 2.8 by YARN-4304, so that
leaves just the max apps issue.
+1 patch lgtm. Committing this.
