Is {{AccessRequest.java}} supposed to be a public class (it's in
{{org.apache.hadoop.yarn.security}})? If so, then the constructor changes you
made have compatibility implications. If it isn't public, we should move it out
of yarn-common. If it is, we should set the right visibility & audience
annotations.
